Okay, some notes. Based on what we've found on Team C+D's 3.30 decrypter so far, this doesn't enable homebrew or downgrade as of yet. It seems this is only Step One of a Journey of A Hundred Steps. We think this may be a proof-of-concept of sorts. Hang for future updates on Steps Two Onwards.
